Eddie Garcia is a U.S. Army veteran, and procurement strategist with more than fifteen years of service across the Executive Office of the President, the Department of Defense, and the U.S. Army. His work has centered on strengthening domestic supply chains, modernizing acquisition systems, and supporting the mission-critical operations that sustain America’s national security and public institutions.
Previously, at the White House Office of Management and Budget, Eddie served as a Team Lead, helping guide federal contracting practices that shape over $600 billion in annual spending. He authored major government-wide regulatory updates, supported the development of the President’s FY2026 Budget, coordinated industrial base and supply-chain initiatives across 115 agencies, and earned the Executive Office of the President Special Achievement Award for his leadership. Earlier, at the Defense Logistics Agency, he managed a $1.7 billion utilities portfolio, improved logistics performance for tens of thousands of service members, and delivered significant cost savings.
Eddie’s career began in the U.S. Army, where he deployed to Iraq, served overseas, and led one of the Army’s largest legal assistance operations. Today, he advising private-equity, venture-backed, and strategic clients on federal acquisition and American manufacturing. He is a Governor Youngkin appointee, and participates in global policy forums including Chatham House, the Bretton Woods Committee, and the IMF/World Bank meetings. His recognitions include personal letters from heads of state, and honors reflecting a career dedicated to service, stewardship, and strengthening communities. He also runs a podcast, the Virginia Standard.
